Waupaca County was founded in 1851. Waupaca was created by taking area from Brown and Winnebago Counties.

From the Census Estimates for 2019, <1> Waupaca had a population of 50,863 people. This is a decrease of 2.95% since the last Census (which gave a population of 52,410 people in 2010).

At the time of the 2010 Census, Waupaca represented 0.92% of the total population of Wisconsin.
