Taken from the 2019 Census Estimates, Howard had an population of 20,130 people. This is an increase of 15.7% since the 2010 Census (or an increase of 48.6% since the 2000 Census).

At the time of the 2010 Census, Howard had a population of 17,399 people (or 7% of the total population of Brown County). This makes Howard the county's 3rd most populous community.

The population of Howard represents 0.31% of the population of Wisconsin (which has 5,686,986 people), making it the state's 47th most populous community.

With a 2010 count of 17,399 people, the population of Howard increased 28.44% from the 2000 Census (which had a count of 13,546 people).
