Welcome to Rains County ...Time Zone: Rains County lies in the Central Time Zone (CST/CDT) and observes daylight saving time. The community of Emory is the Seat for Rains County. Rains County was founded July 9, 1870. Rains was created by taking area from Hopkins, Hunt and Wood Counties. From the Census Estimates for 2019, <1> Rains had a population of 12,401 people. This is an increase of 13.62% since the last Census (which gave a population of 10,914 people in 2010). At the time of the 2010 Census, Rains represented 0.04% of the total population of Texas.
