The community of Rutledge is the Seat for Grainger County.

Grainger County was founded in 1796. Grainger was created by taking area from Hawkins and Knox Counties.

From the Census Estimates for 2019, <1> Grainger had a population of 23,406 people. This is an increase of 3.31% since the last Census (which gave a population of 22,657 people in 2010).

At the time of the 2010 Census, Grainger represented 0.36% of the total population of Tennessee.
