Welcome to Elk County ...Time Zone: Elk County lies in the Eastern Time Zone (EST/EDT) and observes daylight saving time. The community of Ridgway is the Seat for Elk County. Elk County was founded April 18, 1843. Elk was created by taking area from Jefferson, Clearfield and McKean Counties. From the Census Estimates for 2019, <1> Elk had a population of 29,894 people. This is a decrease of 6.42% since the last Census (which gave a population of 31,946 people in 2010). At the time of the 2010 Census, Elk represented 0.25% of the total population of Pennsylvania.
