The community of Caldwell is the Seat for Noble County.

Noble County was founded April 1, 1851. Noble was created by taking area from Monroe, Washington, Morgan and Guernsey Counties.

From the Census Estimates for 2019, <1> Noble had a population of 14,451 people. This is a decrease of 1.32% since the last Census (which gave a population of 14,645 people in 2010).

At the time of the 2010 Census, Noble represented 0.13% of the total population of Ohio.
