Carroll County was founded January 1, 1833. Carroll was created by taking area from Columbiana, Stark, Harrison, Jefferson and Tuscarawas Counties. From the Census Estimates for 2019, <1> Carroll had a population of 26,914 people. This is a decrease of 6.7% since the last Census (which gave a population of 28,846 people in 2010).
