Unfortunately, we didn't note our source when we found mention of Cipper Mills, so we are uncertain whether Cipper Mills is a community, a post office or a post office located in a community and having the same name. While we don't have its location, we believe that Cipper Mills would be found somewhere in Gallia County, Ohio.
