Warren County was founded March 12, 1800. Warren was created by taking area from Allegheny and Lycoming Counties. From the Census Estimates for 2019, <1> Warren had a population of 39,171 people. This is a decrease of 6.32% since the last Census (which gave a population of 41,815 people in 2010). At the time of the 2010 Census, Warren represented 0.33% of the total population of Pennsylvania.
