While we don't have a date for the founding of Oak Bay, you might get a feel for it by knowing that the earliest mention that we've found (so far) was on a map dated 1897.
Time Zone: Oak Bay lies in the Atlantic Time Zone (AST/ADT) and observes daylight saving time. The time zone in French: AST- Heure Normale de l'Atlantique (HNA), ADT- Heure Avancée de l'Atlantique (HAA).
Note: If you travel south from Oak Bay (for example, toward Calais (ME)), you will soon leave Atlantic Time and cross into the Eastern Time Zone (EST/EDT).

The earliest source (so far) we've referenced which mentioned Oak Bay was on a map titled Map of Maritime Provinces of Canada (from Rand McNally, 1897).
When there's a risk of an area code running out of phone numbers, an 'Overlay Area Code' is created that has the same geographic boundaries as the existing area code. In this case, the 506 code has been Overlayed with the 428 area code. New phone numbers in the Oak Bay area will be assigned with one of these codes: 506 or 428.
