The community of Grove Hill is the Seat for Clarke County.

Clarke County was founded in 1812 and was created by taking area from Washington County.

From the Census Estimates for 2019, <1> Clarke had a population of 23,651 people. This is a decrease of 8.45% since the last Census (which gave a population of 25,833 people in 2010).

At the time of the 2010 Census, Clarke represented 0.54% of the total population of Alabama.
